Purchase Order (Cloud Commitment)

A cloud commitment purchase order is the formal transaction record generated when a company buys a Reserved Instance, Savings Plan, or Committed Use Discount from a cloud provider.

How It Works

When a company decides to commit to a discounted cloud pricing tier, the cloud provider generates a purchase record that documents the commitment terms: the resource type, region, term length (typically one or three years), payment option (no upfront, partial upfront, or full upfront), and the discount rate applied. On AWS, this record appears in the Cost Explorer and EC2 console as a confirmed reservation or Savings Plan purchase. Azure and GCP use equivalent mechanisms: Azure calls the resulting record a Reservation, while GCP records the purchase as a Committed Use Discount. In all three cases, the purchase order locks in the pricing and starts the commitment clock. Unlike software procurement, there is no physical PO document sent to a vendor. The “purchase order” is the platform-level confirmation that a commitment has been activated and billing has been adjusted.

Why It Matters for Cloud Cost

A commitment purchase order is the point of no return in cloud cost optimization. Once issued, the discounted rate is locked in, but so is the financial obligation. If the underlying workload shrinks or moves, the commitment still runs, and unused capacity generates wasted spend. Finance teams need visibility into active purchase orders to reconcile reserved pricing against actual usage, forecast future cloud spend, and avoid double-committing resources. Without a clear record of what has been purchased, teams frequently over-commit in some services and under-commit in others, eroding the savings that commitments were meant to deliver.
