FOCUS Spec (FinOps Open Cost)

FOCUS Spec is an open-source billing data specification from the FinOps Foundation that defines a common schema for cloud cost and usage data across providers.

How It Works

Cloud providers each export billing data in their own format. AWS uses Cost and Usage Reports, Azure uses its Cost Management exports, and GCP uses BigQuery Billing Export. Each format uses different column names, currency representations, date formats, and service taxonomies. This makes cross-provider analysis difficult without custom transformation logic for every data pipeline.

FOCUS Spec, which stands for FinOps Open Cost and Usage Specification, defines a vendor-neutral schema with standardized column names, data types, and values. A billing record conforming to FOCUS contains fields like BilledCost, EffectiveCost, ServiceName, ResourceType, and ChargeCategory, defined consistently regardless of which cloud generated the data. Tools and platforms that implement FOCUS can ingest data from any provider without provider-specific parsing logic.

The specification is developed and maintained by the FinOps Foundation as an open-source project, with contributions from cloud providers, practitioners, and vendors. It is designed to complement rather than replace native billing exports.

Why It Matters for Cloud Cost

Without a common schema, engineering and finance teams spend significant time writing and maintaining data transformation pipelines just to answer basic questions like total cloud spend or cost per service. Each provider update to their billing format can break existing pipelines, requiring re-work before any analysis can continue.

FOCUS reduces that overhead by providing a stable, provider-agnostic target schema. Teams building FinOps tooling, internal dashboards, or cost allocation workflows can write once against the FOCUS schema and apply that logic to AWS, Azure, and GCP data simultaneously. For organizations running workloads across multiple clouds, this is particularly valuable because it allows genuine apples-to-apples cost comparisons without manually reconciling provider-specific terminology. Finance teams gain a consistent view of cloud spend without needing deep knowledge of each provider’s billing quirks.

Usage AI’s ClearCost is a visibility and showback reporting layer that gives teams the cost transparency that standards like FOCUS Spec are designed to support.
